During the 2022 regular session, the General Assembly redrew a lot of county commission and school board districts. I created this page early on to help inform Georgians about local redistricting. Final county plans are on the relevant legislative office's webpage under “County Plans”.
Status: Recommitted to General Assembly committee as general legislation as of the end of the special session. The bill's text can be found here.
Status: Recommitted to General Assembly committee as general legislation as of the end of the special session; a Senate study committee on the subject of making all local school boards nonpartisan has since been formed. Note that Buford is its own school district. The bill's text can be found here.
Statistical reports, block equivalency files, and shapefiles for the above plans and others. I personally created the SB 5EX and SB 6EX documentation here using the bill text, 2020 Census PL 94-171 data, a late October 2021 Georgia voter file, data on voter turnout in November 2020, and the 2020 presidential election results. For the Athens-Clarke County Commission, I assigned blocks using the posted shapefile (for the locally endorsed, LCRO-certified map) and the detailed PDF map (for the Republican members of the legislative delegation's map). For the Cobb school board, I cleaned up block equivalency files provided to me based on the standard text regarding contiguity that appears in Georgia redistricting bills; the legislative delegation (CobbSB-H038-draft-2021) block assignments and shapefile are based on a map published in the Marietta Daily Journal. I have posted some Cobb statistics to Twitter and hope to upload more here very shortly. For Cobb County Commission, I assigned blocks based on maps posted online; specifically “HD038-Draft2” was shared by Rep. Erick Allen in a Google Drive folder, and “HD040-Draft1” is on the Commission's Jan. 25 agenda as item 27. While nothing here so far is copyrightable except my estimates of the 2020 presidential election results, I request that anyone using these files attribute them to me. Providing my full name (Eli H. Spencer Heyman) and a link to this webpage is a sufficient citation.
Miscellaneous files relating to local redistricting that are not statistical reports; currently, this is just the Columbus districting commission membership list. I have redacted the home addresses of members in the file posted below, but I retain the original, unredacted document on file. Contact me if you are interested in this information.
